Cross-Sectoral Efforts
Effective cooperation with local authorities, the public sector, charitable foundations, businesses, and other municipalities is essential to the success of our initiatives.
Agreements and Memorandums
With the support and involvement of the City Development Institute, the Zaporizhzhia City Council continues to expand its network of partners. In 2024, we facilitated the signing of 42 partnership memorandums with local, national, and international organizations. In the first quarter of 2025, the City Council signed 15 more agreements for mutual understanding and cooperation.
Social Projects
Through cooperation with public organizations, we have successfully raised funds for key social initiatives in Zaporizhzhia. Notable examples include:
- A youth empowerment program, implemented together with UNICEF.
- A social taxi service and rehabilitation equipment, funded by the Kusanone Grant.
- Laptops for Inclusive Resource Centers, provided by Street Child Ukraine.
- A Safe Hub for Communities, created with the support of UNDP in Ukraine and funded by the Government of Denmark.
All these grant projects were made possible thanks to the innovative ideas and proactive efforts of local NGOs in Zaporizhzhia.

Municipal Partnerships
At the end of 2024, Zaporizhzhia and Chernivtsi became partners in the national initiative “Side by Side: Cohesive Communities.” The cities not only signed a cooperation agreement but also developed a detailed joint action plan.
The first step in this partnership was mutual visits, which enabled representatives of the city councils and youth councils to exchange experience and best practices.
With support from partner charitable foundations, the City Development Institute of Zaporizhzhia delivered humanitarian aid to the “City of Goodness“ Crisis Center in Chernivtsi. And young athletes from Zaporizhzhia’s municipal club FC Metallurg took part in a tournament held in Chernivtsi.
Additionally, Zaporizhzhia and Chernivtsi have also submitted a joint application to join the UNESCO Creative Cities Network.
